Corruption to be avoided in India through e-governance?

Asia Bizz: Seems like Anna Hazare will have a helping hand now. On Thursday, September 28, the Indian government said that it is now essential to institutionalize the e-governance system which would help in reducing the human interface and would also keep a check on corruption.

Kapil Sibal, the Indian telecom minister said that it is important to have a law to ensure that the corrupt people are punished and dealt with expeditiously and also very strongly so that a fear can be created in the minds of the people who try to violate the law. Sibal added that just the law is not enough and that there must be a system that would reduce the human element in the delivery of public services.

The minister said that the e-governance would help in eliminating human effort in delivering the public services. He gavce the example of Income Tax Refunds, when sometimes the officials demand money to give a refund.

It was suggested by the minister that such things can be avoided by introducing e-governance and reducing human interference. Through e-governance, one can be assured that the tax refunds has been finalized and is delivered to the account. So the human effort is exempted and corruption is also avoided.

Asia Bizz: After the revised immigration law, thirteen Korean adoptees on Tuesday, got back their South Korean citizenship. The citizens did not even have to lose their foreign nationality. This is first case after the new revised immigration law was applied.

13 adoptees including a 43 year old man Kim Dae-won, who was adopted by Switzerland citizens, were allowed double citizenship according to the Justice Ministry. Kim was five years old when he was adopted by his family.

The revised law came in to effect on 1st Jan 2011. According to the new immigration law, foreign individuals can have multiple citizenships, which also include people, who have valued expertise. The right to multiple citizenship is also available to those, who were adopted at an early age by foreign nationals.

However, the individuals would be given the privilege only of the citizens take a vow that they would not try to exercise their foreign rights, while they are residing in South Korea. Earlier the South Korean government had rules, which would give the citizens with two nationalities a choice to choose one nationality after they turn 22 years of age. Or else they would lose their Korean citizenship automatically. According to the ministry, the adoptees have a right to get their Korean nationality back as they were adopted.

Japan’s Fukushima nuclear plant radiation leaks reducing, says IAEA

Asia Bizz: After the massive nuclear crisis hit the Fukushima nuclear plant in Japan – due to the earthquake followed by a tsunami-Â the leakage of the radiations is gradually decreasing. A UN atomic organization said that the release of the radiations will not increase anymore and is under control for now.

After the deadly earthquake and tsunami in March, Japan has been constantly working on the safe shut down of the Daiichi nuclear power plant in Fukushima. On Sunday, the operators of the plant Tokyo Electric Power Company said that they aim to reduce the radiation leaks in three months.

The company also added that they would also achieve the â€˜cold shutdownâ€™ in six to nine months. The Fukushima accident has been the worldâ€™s worst hit nuclear crisis after the horrifying Chernobyl incident.

Till now, 10 percent of the overall radioactivity has been released, according to the Japanese authorities. Denis Flory, the head of the nuclear safely of the International Atomic Energy Agency(IAEA) said that the amount will not increase more than this. This has signaled that the worst damage has been done and it cannot get worse than this. Right now the radioactivity is leaking at minute levels, which would is not expected to increase. Flory has said that it is good that the TEPCO has claimed to achieve the cold shut down in six to nine months.

The Japanese economy has been hit badly by the earthquake-tsunami and following nuclear crisis, but slowly the economy is showing signs of recovery.

Asia Bizz: Post Japan earthquake, the country is struggling to keeps itself up and its neighbour China has offered $4.6 million as emergency aid. On Tuesday a chartered plane took off from China which was carrying the first batch of relief materials towards Japan. As per reports, the first batch of relief aid consists of 2000 blankets, 200 emergency lights and 900 cotton tents.

A cargo plane of the China Eastern Airlines touched down in Tokyo at 08.00 pm on Monday, the plane was carrying the designated relief materials. China’s government has said it will provide 30 million Yuan worth humanitarian help to Japan, and this is the first time in many years China has proposed to offer help to its neighbour.

In Japan, the military has taken the responsibility to distribute the aid across the country.China has also sent a 15 member rescue team to the quake stricken Japan, and they shall commence search and rescue operations as soon as possible.

Asia Bizz: China has finally kept forward the future 5 year plan at the annual parliamentary session this year. The plan highlights major development in the country along with economic steps to reduce the inflation. Around 3,000 National People’s Congress (NPC) and 2,000 members of the National Committee deputies were present at the parliamentary session.

It has also been seen, the entire world especially the West is witnessing how China is evolving and developing up from the inflation and other economical worries in the country. Along with Premier Wen Jiabo, Hu Jintao, Wu Bangguo, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang too were present at the meeting.

Premier Wen said China will still face a complex and tough situation of development this year. He pointed there were some constitutional and economical difficulties in the country which are hampering the development, this year they shall work on it specifically.

Asia Bizz: China’s Premier, Wen Jiabo, has kept forward a 7% growth target for the country’s economy, which shall take place in the next five year plan. In addition to this, the Premier stressed out and said, the environment of the country should not be sacrificed for the development of the economy. Intensive resource consumption and exports should get constricted in the future, in a move to halt the ecology getting damaged.

In the year 2010, China’s growth rate was around 10.6% and in the coming year it is forecast to get stay around 9% which is relatively less. Witnessing this, the country will still lower its growth rate in the coming five years, and this is where Wen Jiabo pointed out towards environmental damage.

China’s government will pay special attention to develop the people’s living standards and also work on stabilizing the economy’s inflation. Jiabo promised that food, fuel and other primary resources prices will be controlled and will levy them equally among the people.

Asia Bizz: China has pledged to work hard on economic stabilization for the year 2011, especially after a string of serious swings the economic sector has been witnessing since years. The government will strive to keep the economy as stable as possible, stressing on the facts of improving accuracy, flexibility and efficiency of various policies.

During a major meeting in Beijing, the President and the Communist Party has decided that it shall stay calm with the economy, pay attention towards all the issues and try to solve them during the 12th five year plan. The government also said, they shall go ahead with the current fiscal policy but shall try to keep the economy balanced and work towards restructuring in various areas.

The Chinese government has kept forward some goals to bring stability in the economy. First of all increase domestic consumption and stabilize the commodity prices, plus intensify the promotion of good education, better industrial investment, and development in the field of science and technology.

Railway Minister of China Liu Zhijun placed under investigation

Asia Bizz: In some shocking news from China, the Railway minister of the country Liu Zhijun has been placed under strict investigations, as he has been charged of violating discipline. The investigation was placed over Liu after the communist party watchdog confirmed the news regarding him and his violations. The details regarding his violations have not yet been disclosed by the CPC.

The CPC (Communist Party of China) pays close attention over its representatives in the country, and it was keeping a keen eye over Liu, as a result he is now under a string of investigation, no further comments have been passed. Local news agency Xinhuanet has confirmed, Liu has been removed from the ministry’s post of being the Chief.

It was shocking news to almost everyone in connection with Liu, especially the Railways, for if he is found guilty he will face really strict trail in China. The head of the General Administration of Customs, Sheng Guangzu may have succeeded Liu, and this is indeed really sad news for the former railway minister of China.
